They are an investment.
Vandalism in the parks can be the destruction of fields, playgrounds, and structures. Parks are also vulnerable to the destruction of stadium lights due to perpetrators wanting the copper wire. Repairs are costly, take time away from the activities planned, and can even require a shut down of the park during the repair.
